As the Chairman has stated, it was a relief inally to see the enactment of the Cap 320 Reforms and we will assess the implications for advice to the Board of Directors and the University on the way forward during 2025/26. The School is a leading provider of sub-degree programmes in the self- inanced sector with about one third of the total of new student admissions in 2024/25 according to Education Bureau Statistics. Our numbers have continued to increase year on year despite the falling secondary school leaver population which is a testament to the quality of our programmes and the success of our students in progressing to degree places on graduation with our Associate Degree or Higher Diploma, usually with credit exemption for two of the necessary four years of study. We were pleased to receive the Board’s endorsement of our Strategic Plan for 2025–2030 and anticipate a busy few years ahead. The principal features are a continuation of the 4Ps – Positioning, Productivity, Partnership and Potential. These are foundations for the plan and are underpinned by 7 strategic directions: 1. Programme Diversity 2. Teaching Excellence 3. Application of technological advances, especially AI 4. Development in the Greater Bay Area 5. Internationalisation 6. Environmental, Social and Governance (ESG) 7. Supporting and Empowering Collaborating Institutions These 7 foci will guide us in the coming years and the Plan will be reviewed and updated at the halfway point in early 2028. In particular the School has identi ied “Contributing to Human Capital Development in the GBA” as a key strategy in the 2025–2030 Strategic Plan. This initiative aims to elevate the quality and competitiveness of human resources in the region, thereby catalysing economic growth and integration within the GBA. In a demonstration of this commitment, the School has built a dedicated web page to centralise the latest information on programmes and activities. Moreover, the Mainland Affairs Of ice was established in August 2024 to reinforce connections between the School and other institutions, enterprises and individuals in the Chinese Mainland. The annual statistics reported in the Statistics section set out the School’s records for 2024/25, and it is encouraging to see that full time enrolments, measured in full time equivalents, grew from 11,935 in 2023/24 to 14,231 in 2024/25. This was principally in our subdegree programmes. Our part time enrolments, covering a wide range of programmes from foundation level to postgraduate and from short courses to year–long programmes were some 7,796 full time equivalents covering 43,128 students. All of this activity contributed to a strong inancial performance by the School in 2024/25 which enables further investment in facilities and programmes to meet the community’s lifelong learning needs. I am pleased to record good progress on incorporating AI in our various curricula spanning both full-time and part-time programmes, as appropriate to ensure students are introduced to the proper and ethical use of AI.
