I am very pleased to note that 2024/25 was another highly successful year for HKU SPACE. Full-time student enrolments were particularly strong, which bodes well for the future alongside the steady part-time student enrolments. The School was able to return another sound inancial performance. This broad-based success re lects the sustained hard work undertaken by colleagues throughout the organisation. A notable development during the year was the preparation of the School’s Strategic Plan for the ive-year period to 2030. Since this will be described elsewhere in this Annual Report, I will simply say that the Board of Directors was enthusiastic in supporting the Plan. 本人欣然看到,香港大學專業進修學院在 2024/25年度繼續表現卓越。我們的全日制課 程收生人數增長強勁,加上兼讀制學生人數保持 穩定,為學院未來發展奠定良好基礎,也使學院 的財務再度有亮眼表現。學院在本年度取得全面 成功,正是全體同事努力不懈的成果。 本年度學院的一項重要工作是,我們已擬定 《20252030年發展策略》,並得到董事局的大 力支持。本周年報告的其他章節將對此計劃進行 詳述。 Moreover, I should also report that the University’s Vision for 20262035 maintains its commitment to developing and extending lifelong learning opportunities to the wider community which is very much the HKU SPACE Mission which it delivers so well on behalf of the University. My past few Introductions have all mentioned the Government’s reform of the Post Secondary Colleges Ordinance, Cap 320. The good news is that the legislative process has at last been completed, some seven years since completion of the review which prompted the changes. However, that is not the end of the story since, in the course of the Legislative Council scrutiny, the Secretary for Education stated that it was not mandatory for the self- inanced units of UGC-funded universities o ering full-time degree or sub-degree programmes for school-leavers to migrate to the reformed legislation. The School will therefore assess the implications of this for advice to the Board of Directors and the University. Fortunately there is time for this as Cap 320 does not come into e ect until August 2026 and then allows a two-year period for migration. I am sure that I will be returning to these matters in the 2025/26 Annual Report, hopefully for the last time! Finally, I should record my customary thanks to the Board of Directors during 2024/25. As well as our ive Board meetings there were other committees, meetings, retreats and presentations that members attended physically or virtually. Their contributions are an important part of our corporate governance and are much appreciated. I am grateful to the directors who retired during 2024/25 and welcome the new directors appointed during the year to take their places. As the Chairman has stated, it was a relief inally to see the enactment of the Cap 320 Reforms and we will assess the implications for advice to the Board of Directors and the University on the way forward during 2025/26. The School is a leading provider of sub-degree programmes in the self- inanced sector with about one third of the total of new student admissions in 2024/25 according to Education Bureau Statistics. Our numbers have continued to increase year on year despite the falling secondary school leaver population which is a testament to the quality of our programmes and the success of our students in progressing to degree places on graduation with our Associate Degree or Higher Diploma, usually with credit exemption for two of the necessary four years of study. We were pleased to receive the Board’s endorsement of our Strategic Plan for 20252030 and anticipate a busy few years ahead. The principal features are a continuation of the 4Ps – Positioning, Productivity, Partnership and Potential. These are foundations for the plan and are underpinned by 7 strategic directions: 1. Programme Diversity 2. Teaching Excellence 3. Application of technological advances, especially AI 4. Development in the Greater Bay Area 5. Internationalisation 6. Environmental, Social and Governance (ESG) 7. Supporting and Empowering Collaborating Institutions These 7 foci will guide us in the coming years and the Plan will be reviewed and updated at the halfway point in early 2028. In particular the School has identi ied “Contributing to Human Capital Development in the GBA” as a key strategy in the 20252030 Strategic Plan. This initiative aims to elevate the quality and competitiveness of human resources in the region, thereby catalysing economic growth and integration within the GBA. In a demonstration of this commitment, the School has built a dedicated web page to centralise the latest information on programmes and activities. Moreover, the Mainland Affairs Of ice was established in August 2024 to reinforce connections between the School and other institutions, enterprises and individuals in the Chinese Mainland. The annual statistics reported in the Statistics section set out the School’s records for 2024/25, and it is encouraging to see that full time enrolments, measured in full time equivalents, grew from 11,935 in 2023/24 to 14,231 in 2024/25. This was principally in our subdegree programmes. Our part time enrolments, covering a wide range of programmes from foundation level to postgraduate and from short courses to year–long programmes were some 7,796 full time equivalents covering 43,128 students. All of this activity contributed to a strong inancial performance by the School in 2024/25 which enables further investment in facilities and programmes to meet the community’s lifelong learning needs. I am pleased to record good progress on incorporating AI in our various curricula spanning both full-time and part-time programmes, as appropriate to ensure students are introduced to the proper and ethical use of AI. In terms of investment for the future, I can report that during the year we commenced work on 3 new learning centres for the 2025/26 academic year. Two of these were in the Kowloon Bay area (Kingston International Centre and Exchange Tower) which will support our expanded full-time student numbers and one in Sheung Shui (SPOT) to serve the Northen New Territories as well as participants from Shenzhen. We were also granted lease extensions for 10 years by the Government of the Hong Kong Special Administrative Region of the People’s Republic of China for the Kowloon East Campus and Island South (Pokfulam) Campus. In addition, the hybrid working scheme continued to operate well and allowed some consolidation of oªice space. Our Chinese Mainland and international links continued to prosper. In the Chinese Mainland, we were pleased to admit a small irst cohort to our Diploma in Foundation Studies (E-learning mode) (eDFS). We have also entered into a collaborative agreement with Northwestern Polytechnical University (NPU) to admit a 2025/26 cohort of eDFS students in a face-to-face supported mode provided by the NPU Continuing Education School at their new Taicang Campus near Shanghai. We look forward to more Chinese Mainland collaboration in future. Internationally, we reached out to a new partner, the University of Bath, with whom a Memorandum of Understanding (MoU) was signed, while we also signed a MoU with Temasek Polytechnic in Singapore. We were also pleased to celebrate over 60 years of partnership with the University of London in supporting students in Hong Kong registered on their degree courses—initially on the LLB and from 1990 with the LSE Economics, Finance, Management and Social Sciences degrees. We were also delighted to become an International Associate Member of the UK Quality Assurance Agency, which provides links to a wealth of QA material and experience sharing as well as to member institutions worldwide. We were also pleased to host the 3rd International Conference on Quality in Self- inanced Higher Education 'Connecting Local and Global' which was held in February 2025 with a healthy on-site attendance as well as a strong international presence online. In 2025 the School celebrated the 20th anniversary of the Alumni Association, now some 400,000 strong and with an active programme of events. The annual concert, the Joys of Spring, took place in April 2025 with an enthusiastic cast and audience at the Kowloon East Campus. The Sing Tao award was again presented to the School, as was the UNSDG award. Also, in terms of awards, the Federation for Self- inanced Tertiary Education (FSTE) organised its irst Teaching Excellence Awards (TEA) and the Best Teacher award was given to Miss Joyce Linda Boon of the Community College. Also at FSTE Dr John Cribbin, Deputy Director (Academic Services), was elected as Vice Chairman. Although a section on ESG is not required for Companies Limited by Guarantee, the Board resolved in 2021 that the Annual Report should nevertheless formally include ESG in its Report from 2021/22 onwards. Environment and Sustainability In 2024°25, the School continued to strengthen its sustainability e orts through infrastructure upgrades and resource management. A major milestone was the completion of three new Learning Centres— the Kowloon East (Kingston) Learning Centre (KEK), Sheung Shui Learning Centre (SSLC), and Kingston East (Exchange) Learning Centre (KEE)—each designed with environmentally friendly features as a priority and aligned with HKU Estates Oªice ESG guidelines. KEK locates at Kingston International Centre which received BEAM Plus Platinum certi ication, featuring 40% greenery coverage and energy-ef icient designs that reduce carbon emissions by over 30%. Their curtain wall systems help lower solar heat gain and airconditioning consumption. SSLC and KEE also adopted greenery and wooden inishes to create a calming atmosphere and reduce reliance on arti icial lighting. Motion sensors and timer controls were installed to support energy conservation. Additionally, both centres introduced the 'Way Finder' digital display system for checking class schedules and providing directional guidance, supporting paper reduction. Paper reduction remained a key focus. The School enhanced its use of digital tools, including the e-Prospectus and digital name cards. The Institutional Advancement Unit has successfully collaborated with Colleges and Units to adopt green printing and production practices. This initiative, driven by a strategic shift towards digital iles, resulted in a 20% reduction in printing quantities, from 164 to 130 jobs between 202324 and 202425, effectively minimising material waste and environmental impact. This will not (initially at least) replace paper parchments, though it may do so eventually. The Microcredential Scheme already awards digital badges and these have proved popular – some 4,568 microcredential participants were recorded in 2024/25. Most of these are CEF eligible and the School o ers some 40% in total of all CEF eligible courses. In December 2024, HKU SPACE introduced its new mobile app, designed to enrich the student experience. This app serves as a userfriendly platform enabling students to stay informed about the School’s latest updates and to access comprehensive information about the School’s programmes and activities. Another irst for 2024/25 was the initiation of the Teaching Fellowship Scheme a highly regarded international award of the UK HEA Fellowship administered by Advance HE. During the year the Joint Venture College with our partner, Po Leung Kuk, HKU SPACE Po Leung Kuk Stanley Ho Community College (HPSHCC) continued to do well with a total of over 3,000 full-time students at the Causeway Bay Campus. Our Greater Management Role continued to prosper and the two partners signed a new Joint Venture Agreement to run until 2055 at a ceremony on 10 March 2025. in the widespread adoption of eco-friendly materials across all school publications and major events. The IAU has prioritised the use of FSC-certi ied paper, ensuring responsible sourcing, alongside bio-foamboards and non-PVC materials. Twenty-two digitalised service request forms were implemented by the Accommodation and Facilities (A&F) Unit to replace paper forms. Additional e-displays for class schedules and corporate materials further supported our transition to paperless operations. Waste reduction e orts included recycling programmes for paper, plastic, and cans, and minimising single-use plastics. Learning Centres collaborated with their Building Management Of ices (BMO) to support recycling initiatives and promote shared sustainability goals. We recorded a 2% reduction in electricity consumption. Green measures were integrated across facilities, including LED lighting, motion sensors, and split-type air-conditioning units with environmentally friendly refrigerants. Enhanced insulation and temperature sensors were installed to improve indoor climate control and energy eªiciency, thereby reduce emissions. Water reduction was also prioritised. Auto-sensor faucets and dual- lush toilet cisterns were installed to reduce water usage in toilets. Ecofriendly utensil washers were implemented in specialised teaching venues such as the Food and Beverage (F&B) Education Hub and the Nutrition and Culinary Science Lab to further reduce consumption. The School has continued to promote sustainable transportation by replacing aged vehicles with energy ef icient vehicles, signi icantly lowering fuel consumption and reducing reliance on fossil fuels, which would be an impactful step toward minimising our environmental footprint and supporting climate-conscious operations. Looking ahead, the School remains committed to environmental responsibility. The judges recognised HKU SPACE's unwavering commitment to delivering high-quality continuing education services. The School will continue to provide quality programmes in support of its social responsibilities to serve the community and facilitate the individual development of students. The School received the “Recognised Organisation” award in UNSDG Achievement Awards Hong Kong 2025 for the second consecutive year, presented by the Green Council. The award aims to identify and acknowledge organisations for their business practices and sustainability projects related to sustainable development goals. The School has, for the irst time, received the "e- Brand Award 2025 – Best AI Education Institution" from e-zone, under the Hong Kong Economic Times Group, highlighting the School’s outstanding achievements and innovative leadership in the ield of AI education. For the website, the School has been awarded the Gold Award in the "2024/25 Accessibility Web Recognition Scheme." This marks the School's fourth consecutive Gold Award. This year, the School was distinguished as a "QF Star Training Provider", acknowledging our e ort in providing lexible progression pathways for students. The School is also o ering ESG programmes and courses, organising activities (forums, talks, etc) with ESG themes and is engaged by the government in projects serving disadvantaged groups through its Colleges. Some examples are: • Postgraduate Diploma in Environmental Social and Governance and Sustainable Finance • Certi icate for Module (Investor Relations and ESG) • Certi icate for Module (ESG Compliance and Internal Control) • Certi icate for Module (ESG Certi ied Professional Examinations Preparatory Programme) • Certi icate for Module (ESG and Green Business Logistics) Community engagement remains robust through the Chinese Medicine Clinics and Pharmacy and the Dietetic Clinic for Teaching and Research, serving educational and public health needs. These outreach efforts re lect the School’s commitment to holistic development and community service. The Oªice of the Communications Authority launched a SMS Sender Registration Scheme in 2023, the School proactively participates in the Scheme to better protect our stakeholders to verify our identities. Starting from 1 September 2024, #HKUSPACE is our of icial SMS sender ID. Governance The Board of Directors oversees the business of the School. Directors serve renewable terms of 3 years. During 2024/25, three Members of the Board retired, and three new Members were appointed. A combination of new and existing Members ensures stability and continuity in leadership by the Board of Directors. The Board meets at least 4 times a year to discuss issues concerning the School’s corporate governance. In addition to the formal meetings, the directors engage in the Management Retreat and Presentation of the Annual Development/Financial Plan to the Board which are held yearly to provide platforms for views and exchange between the Board and senior sta . Orientations were arranged for the new Board Members to facilitate their understanding of the School’s operations. The Board itself has a number of independent directors from outside the University and a quarter of its members are female so as go some way towards meeting diversity standards. The Director of the School shares the key discussions from the Board of Directors meetings with the sta via the School Forums (4 times per year). The Board of Directors is also responsible for risk management. All sta are invited to participate in the annual risk register exercise. The updated risk register is submitted annually to the Board of Directors via a Risk Management Working Group, the School Academic and Management Board and the Audit Committee. Internal audit by the University Internal Audit Of ice is also an important measure to review compliance with the established guidelines, policies, mechanisms and standards. Other than individual unit and college operations, speci ic business procedures are also reviewed if necessary. From time to time, recommendations are also taken into consideration to enhance existing measures. All audit reports are received by the Audit Committee and the Board of Directors as well as the University Audit Committee. For external audit, KPMG has been appointed for 2025/26 replacing PwC who have carried out this function for many years. The School’s Governance Manual is reviewed regularly and is available on the sta intranet. Sta are asked annually to complete an ecompliance declaration to ensure they are familiar with the various policies/guidelines/manuals that impact their work as well as a con lict of interest declaration. Quarterly training on compliance is arranged and colleagues’ attendance is compulsory to ensure their understanding of compliance with internal and external policies, procedures, guidelines, as well as a number of legislative ordinances. The Mandatory CPD Scheme for Academic Staff was enhanced in August 2024 (since it was rolled out in July 2017) with a view to reinforcing a lifelong learning culture of continuing professional development amongst the academic sta . The in house legal team is always consulted when the School is dealing with legal and contractual matters, external legal advice will also be sought when necessary. Any major legal issue will also be brought to the senior management meeting, and reported to the Board of Directors (as necessary). The School was pleased to establish its Fellowship awards in 2014. The School felt that it had become of a size and reputation that it would be appropriate to honour some of the many people involved in supporting continuing education and lifelong learning in Hong Kong, thus these awards complement those of the University. The criteria for the awards are as follows: • Long service which relates to good and excellent service with the School • Relationship with the School • Distinguished lifelong learners and contributions to lifelong learning. For the 2024 awards, the three Fellows well met one or more of these criteria. Professor Tsui Lap-Chee GBM, GBS, JP Professor Lap-Chee Tsui is Chairman of the University of Hong Kong Foundation, Quishi Visiting Professor serving as Advisor of the Residential College of Zhejiang University International Campus in Haining, and the University of Toronto’s Emeritus University Professor. He was the 14th Vice Chancellor of The University of Hong Kong (20022014) and, prior to that, Geneticist-in-Chief at the Hospital for Sick Children in Toronto and University Professor at the University of Toronto, Canada. He was also the Founding President of the Hong Kong Academy of Sciences (2015- 2022). Professor Tsui received his Bachelor and Master degrees from the Chinese University of Hong Kong and his PhD from the University of Pittsburgh in 1979. He is world renowned for his research work in human genetics and genomics, notably the identi ication of the gene for Cystic Fibrosis in 1989 and, later, other human genetic diseases while conducting a comprehensive characterisation of human chromosome 7. Professor Tsui is a Fellow of the Royal Society of Canada, Royal Society of London and Academia Sinica. He is also an International Member of the National Academy of Sciences (USA), a Foreign Member of the Chinese Academy of Sciences, a member of the Hong Kong Academy of Sciences and a Canadian Medical Hall of Fame Laureate. He is the recipient of many national and international awards, including 16 honorary doctoral degrees from prestigious universities around the world, the Orders of Canada and Ontario and Knighthood of the Légion d'Honneur of France. Professor Lee Chack Fan Professor Lee Chack Fan graduated from the University of Hong Kong in 1968 with a Bachelor degree in Civil Engineering ( irst class honours), and a Master degree in Engineering in 1970, followed by a PhD from the University of Western Ontario, Canada in 1972 . Professor Lee worked on hydroelectric and nuclear power projects at Ontario Hydro, Canada, for some two decades, before returning to HKU in 1994. He served sequentially as Chair Professor, Department Head, Pro-Vice-Chancellor at HKU, and then as Director of HKU SPACE, from 2008 until 2015. He subsequently served as Chancellor, President and Vice Board Chair of the Hong Kong Chu Hai College. He is the Fellow of the Canadian Academy of Engineering (1998), Fellow of the Hong Kong Academy of Engineering Sciences (2001) and Member of the Chinese Academy of Engineering (2003). He has served as technical advisor for various hydropower projects (including the Three Gorges Project) and nuclear power projects in China and overseas.
