The Chairman has mentioned three highlights which I will elaborate on a little more. The irst of these, preparations for the impact of the reform of the Post-Secondary Colleges Ordinance, Cap 320, engaged the School’s staff throughout 2023/24. This included the necessary submissions for accreditation by HKCAAVQ. These encompass an Institutional Review (IR) document, Programme Area Accreditation (PAA) of some 40 existing sub-degree programmes and Learning Programme Accreditation (LPA) of four proposed new degree programmes. These tasks involved a large number of sta and were substantially complete when we learned that the reformed legislation would be delayed to 2025. We were well prepared to progress for the planned timetable for the introduction of HKUCC programmes in the academic year 2026/27 but which may now realistically be 2027/28 as it is understood that the legislation will not be promulgated until 2026. The second is the impact of Generative AI which has been signi icant and I must pay tribute to colleagues, both full time and part time, who have worked hard to incorporate AI in their courses. The AI Hub, available on the SOUL Learning Platform, is also there to support both staff and students as well as keeping abreast of the latest developments. We also have an AI working group to gauge the academic impact of AI initiatives as well as the potential for improving our work practices. Thirdly, we were pleased to receive a positive report from the UGC QAC. External validation of our efforts to ensure quality provision in all that we do is an important performance indicator. In this context we were also delighted to receive con irmation from the Accreditation Agency for Study Programmes in Engineering, Informatics, Natural Sciences and Mathematics (ASIIN), the German Quality Assurance agency which coordinated our International Quality Review in 2022, that, on ful illing two recommendations which they made on award supplements and on strengthening sta , our permission to continue to reference their seal of approval was extended to 2028. Another development of note during the year was in our longstanding joint venture with Po Leung Kuk, the HKU SPACE Po Leung Kuk Stanley Ho Community College (HPSHCC). This is a successful 25-year collaboration (from 2006 to 2031) with a review to take place in 2026. However, both parties agreed that in view of the extensive changes likely in the private higher education sector (Cap 320 reform) it made sense to carry out the review in 2023/24. The result of this was to agree a greater management role for HKU SPACE in the running of HPSHCC which was announced in March 2024. This will lead to a new joint venture agreement to run over an extended period. The new Microcredential initiative was launched in April 2023 as reported last year. I am pleased to say that over its irst year to 31 March 2024 the Scheme enrolled some 3,500 students in 285 Microcredential courses. As can be seen in the statistical report the total for the 2023/24 academic year was 4,253 enrolments. Students are awarded a digital badge on successful completion of the Microcredential and may stack these towards a certi icate or diploma award (in General Studies or Professional Practice) over a 5-year validity period. Moreover, most Microcredentials are also Certi icates for Module which makes them eligible for CEF support. 我將進一步詳細說明主席提到學院在2023/24 年度的三項重點發展。 首先是為應對《專上學院條例》(第320章)改革 的影響做準備,在2023/24整個學年,學院大 部份的教職員都參與其中。準備工作包括預備 評審所需文件,向香港學術及職業資歷評審局 遞交,當中包括一份機構評審、約40個現有副 學位課程的學科範圍評審,以及四個擬定新學 位的課程評審,相關文件的準備工作大致完成。 學院得悉改革條例將推遲至2025 年立法,並 至2026年頒佈實施。我們會按時遞交審批文件, 為香港大學明德學院在2027/28學年推出課程 做好充分準備。 第二項是生成式人工智能對教與學的重大影響。 在此我必須向學院所有全職及兼職教職員致敬, 感謝他們努力將人工智能融入課程之中。為緊 貼最新科技發展,我們將人工智能中心整合於 SOUL 網上學習管理系統上,以支援教職員及學 生使用,並讓他們了解最新的發展。我們亦成立 了工作小組,以評估人工智能對學術的影響及對 提升實務工作的潛力。 第三,我們很高興教資會質保局發表的質素核證 報告對學院給予正面評價。這份外部評審是一項 重要的績效指標,肯定了學院為確保提供優質教 育所付出的努力。我們亦獲得德國工程、信息科 學、自然科學和數學專業認證機構(ASIIN)頒授 機構認證,學院在回應了他們提出有關學銜補充 文件和加強員工培訓的兩項建議後,認證標誌獲 延續至2028年。ASIIN曾於2022 年負責統籌 學院的國際學術質素評審工作。 本年度的另一項重要發展是關於學院與保良局 一直攜手合辦的香港大學專業進修學院保良局 何鴻燊社區書院。雙方共同合作25年(2006年 至2031 年),並原定於2026年進行檢討。然 而,因應自資高等教育界在第320章修訂後可 能出現重大改革,學院與保良局皆同意提前於 2023/24年進行檢討。雙方於2024年3月宣佈, 為加強長遠的合作關係,學院在何鴻燊社區書院 的營運管理工作上,擔任更重大管理角色,並促 使雙方達成全新的合作協議。 去年的週年報告提到,全新的微證書課程在 2023 年4月正式開展。在截至2024 年3月 31 日的第一年,該計劃錄取了約3,500名學 生修讀285門微證書課程。從統計報告得知, 2023/24學年的入學人數為4,253,學生在完 成微證書課程後將獲授數碼徽章,並可在五年有 效期內累積學分以獲得證書或文憑資格(通才學 習或專業實踐)。此外,大多數微證書都屬於單 元證書課程,並可獲持續進修基金資助。 Professor William K.
