In 2022/23 we concluded the Annual Report by highlighting three anticipated developments in 2023/24. The irst of these, amendments to the Cap 320 legislation, are still awaited and it is expected that they will be tabled in 2025. Nevertheless, the School has been busy in preparing the necessary submissions that will be required for accreditation of HKU Centennial College by HKCAAVQ, once the law is passed, to offer self- inanced, full time programmes for school leavers that are currently o ered in the HKU SPACE Community College as well as a number of degree programmes. 在2022/23週年報告的結語中,我們重點提到 學院在2023/24年度的三項發展。 首先,《專上學院條例》(第320章)的修訂案仍 在草擬中,教育局預計在2025年內完成並提交 立法會審議。在過去一年,學院積極準備評審所 需文件,待法案通過後,向香港學術及職業資歷 評審局遞交,以核准香港大學明德學院可提供目 前在香港大學附屬學院開辦的自資全日制課程, 以及多個全新的學位課程。 Secondly, the developments in generative AI have continued to impact teaching and learning and HKU SPACE is no exception in this context. The School has followed University policy in incorporating AI in the curriculum of all its courses and in January 2024 established an AI Hub to support teachers and students in the proper and ethical use of AI. Training courses for teachers, particularly the large cohort of part time teachers, have been organised. Thirdly, I am pleased to say that the outcomes of the UGC QAC audit in December 2023 are now published at https://www.ugc. edu.hk/doc/eng/qac/report/hku202409e.pdf and are very positive both for the University and HKU SPACE. Finally, I should record my thanks to the Board of Directors during 2023/24. As well as our ive Board meetings, including one special Board meeting, there were other committees, meetings, retreats and presentations which Board members supported physically or virtually. The Chairman has mentioned three highlights which I will elaborate on a little more. The irst of these, preparations for the impact of the reform of the Post-Secondary Colleges Ordinance, Cap 320, engaged the School’s staff throughout 2023/24. This included the necessary submissions for accreditation by HKCAAVQ. These encompass an Institutional Review (IR) document, Programme Area Accreditation (PAA) of some 40 existing sub-degree programmes and Learning Programme Accreditation (LPA) of four proposed new degree programmes. These tasks involved a large number of sta and were substantially complete when we learned that the reformed legislation would be delayed to 2025. We were well prepared to progress for the planned timetable for the introduction of HKUCC programmes in the academic year 2026/27 but which may now realistically be 2027/28 as it is understood that the legislation will not be promulgated until 2026. The second is the impact of Generative AI which has been signi icant and I must pay tribute to colleagues, both full time and part time, who have worked hard to incorporate AI in their courses. The AI Hub, available on the SOUL Learning Platform, is also there to support both staff and students as well as keeping abreast of the latest developments. We also have an AI working group to gauge the academic impact of AI initiatives as well as the potential for improving our work practices. Thirdly, we were pleased to receive a positive report from the UGC QAC. External validation of our efforts to ensure quality provision in all that we do is an important performance indicator. In this context we were also delighted to receive con irmation from the Accreditation Agency for Study Programmes in Engineering, Informatics, Natural Sciences and Mathematics (ASIIN), the German Quality Assurance agency which coordinated our International Quality Review in 2022, that, on ful illing two recommendations which they made on award supplements and on strengthening sta , our permission to continue to reference their seal of approval was extended to 2028. Another development of note during the year was in our longstanding joint venture with Po Leung Kuk, the HKU SPACE Po Leung Kuk Stanley Ho Community College (HPSHCC). This is a successful 25-year collaboration (from 2006 to 2031) with a review to take place in 2026. However, both parties agreed that in view of the extensive changes likely in the private higher education sector (Cap 320 reform) it made sense to carry out the review in 2023/24. The result of this was to agree a greater management role for HKU SPACE in the running of HPSHCC which was announced in March 2024. This will lead to a new joint venture agreement to run over an extended period. The new Microcredential initiative was launched in April 2023 as reported last year. I am pleased to say that over its irst year to 31 March 2024 the Scheme enrolled some 3,500 students in 285 Microcredential courses. As can be seen in the statistical report the total for the 2023/24 academic year was 4,253 enrolments. Students are awarded a digital badge on successful completion of the Microcredential and may stack these towards a certi icate or diploma award (in General Studies or Professional Practice) over a 5-year validity period. Moreover, most Microcredentials are also Certi icates for Module which makes them eligible for CEF support. 我將進一步詳細說明主席提到學院在2023/24 年度的三項重點發展。 首先是為應對《專上學院條例》(第320章)改革 的影響做準備,在2023/24整個學年,學院大 部份的教職員都參與其中。準備工作包括預備 評審所需文件,向香港學術及職業資歷評審局 遞交,當中包括一份機構評審、約40個現有副 學位課程的學科範圍評審,以及四個擬定新學 位的課程評審,相關文件的準備工作大致完成。 學院得悉改革條例將推遲至2025 年立法,並 至2026年頒佈實施。我們會按時遞交審批文件, 為香港大學明德學院在2027/28學年推出課程 做好充分準備。 第二項是生成式人工智能對教與學的重大影響。 在此我必須向學院所有全職及兼職教職員致敬, 感謝他們努力將人工智能融入課程之中。為緊 貼最新科技發展,我們將人工智能中心整合於 SOUL 網上學習管理系統上,以支援教職員及學 生使用,並讓他們了解最新的發展。我們亦成立 了工作小組,以評估人工智能對學術的影響及對 提升實務工作的潛力。 第三,我們很高興教資會質保局發表的質素核證 報告對學院給予正面評價。這份外部評審是一項 重要的績效指標,肯定了學院為確保提供優質教 育所付出的努力。我們亦獲得德國工程、信息科 學、自然科學和數學專業認證機構(ASIIN)頒授 機構認證,學院在回應了他們提出有關學銜補充 文件和加強員工培訓的兩項建議後,認證標誌獲 延續至2028年。ASIIN曾於2022 年負責統籌 學院的國際學術質素評審工作。 本年度的另一項重要發展是關於學院與保良局 一直攜手合辦的香港大學專業進修學院保良局 何鴻燊社區書院。雙方共同合作25年(2006年 至2031 年),並原定於2026年進行檢討。然 而,因應自資高等教育界在第320章修訂後可 能出現重大改革,學院與保良局皆同意提前於 2023/24年進行檢討。雙方於2024年3月宣佈, 為加強長遠的合作關係,學院在何鴻燊社區書院 的營運管理工作上,擔任更重大管理角色,並促 使雙方達成全新的合作協議。 去年的週年報告提到,全新的微證書課程在 2023 年4月正式開展。在截至2024 年3月 31 日的第一年,該計劃錄取了約3,500名學 生修讀285門微證書課程。從統計報告得知, 2023/24學年的入學人數為4,253,學生在完 成微證書課程後將獲授數碼徽章,並可在五年有 效期內累積學分以獲得證書或文憑資格(通才學 習或專業實踐)。此外,大多數微證書都屬於單 元證書課程,並可獲持續進修基金資助。 Professor William K. colleges for programmes offered in Hong Kong. Separately, the School has been pleased to collaborate with King’s College London to o er a MSc in Nursing as the irst of potentially a number of other degree awards. Following what is now a well established precedent, the School organised Open SPACE 2024 on 8 June 2024 with both online and on-site participation. Highlights included keynote talks on Family Of ices, Chinese Medicine and Dietetics and from the Japanese Consul-General in Hong Kong. In addition more than 80 talks were delivered across four main Themes - Market Trends, Profession and Career, Wellness and Health and Languages and Culture. More than 1,300 attended the Admiralty Learning Centre whilst online participation exceeded 4,500. As can be seen from the reports from Colleges which follow, there have been numerous initiatives to extend our range of services and support to students. This also includes improvements to our physical provision in our learning centres and I am pleased to report that we are extending our facilities in the Kowloon Bay area to support Community College operations and planning a centre at Sheung Shui to serve the Northern New Territories as well as potential cross-border demand. Finally, the School was pleased to receive, from the Of ice of the Privacy Commissioner for Personal Data, a gold Privacy Friendly Award in recognition of our e orts to be an organisation with good data privacy policies and practices. Provision of courses eligible for support from the government’s Continuing Education Fund (CEF) has been a hallmark of the School’s efforts to ensure learners may access these funds to subsidise their learning. In 2023/24 the School offered more than 1,700 CEF eligible courses and is by far the largest such provider. We will continue the e orts to lead in this area to better serve our students. The year 2023/24 also marked the 20th Anniversary of the School’s International College which was established in 2003/4 to offer through train routes for sub-degree students to complete undergraduate degree studies o ered by over 20 overseas partner universities. During that 20-year period there have been more than 9,000 graduates in a wide range of disciplines and, while numbers have declined somewhat given more locally available degree places and the introduction of the student voucher scheme for Cap 320 institutions, the College still provides valuable articulation routes for our subdegree graduates. In terms of overseas partner universities, the School was pleased to emphasise its links with the University of London which go back over 60 years. HKU SPACE is a Recognised Teaching Centre of the University as well as hosting an admission o¨ice for the University. Although a section on ESG is not required for Companies Limited by Guarantee, the Board resolved in 2021 that the Annual Report should nevertheless formally include ESG in its Report from 2021/22 onwards. Environment and Sustainability In our continuous effort towards being eco-friendly, we have undertaken effective measures to reduce energy consumption and create a greener campus. Notably, in 2024 we successfully completed a comprehensive lighting upgrade at Kowloon East Campus (KEC), enabling us to be eligible for the CLP’s Eco Building Fund, a scheme for recognised energy saving improvements. This project exempli ies our commitment to reducing energy consumption and fostering sustainability within our facilities. With joint e orts, the overall electricity consumption of 2023©24 reduced by more than 5% compared to that of preceding year. In response to the School’s direction on sustainability, various units adopt green printing and green production with eco-friendly materials in affordable cost. There have been 340 jobs completed with the green concept from 2022 to 2024, including the printing of the annual report, inancial report, newsletter and programme lea lets; and the production of major School events, such as Open Day and major ceremonies. The materials used are the FSC certi ied paper, sustainable and recycling materials such as paperboard, bio-foamboard, non-PVC sticker and wood. Most of the jobs are under the supervision of green printing and production. It is a signi icant accomplishment and demonstrates a solid commitment to sustainability. We have managed a modest reduction in paper use and will continue these e orts. Waste reduction is another important aspect of our sustainability endeavours. We actively promote and support recycling efforts to minimise the amount of waste directed to land ills. This encompasses the recycling of paper, plastic, and metal, as well as the reduction of single-use plastics on campus. This year, the School launched digital business cards as a go-green practice of paper and resources conservation leaving zero carbon footprint in networking. Further, we engage our cleaning service vendors to lessen their environmental impact by utilising environment friendly detergents, disinfectants, and recycled or biodegradable products, while closely monitoring their consumption. Besides, we collaborate and partner with the Building Management Of ices to raise awareness among students and staff such as food waste collection during meal hours at our Kowloon West Campus (KWC). 香港大學專業進修學院作為擔保有限公司,雖 然無需就環境、社會與管治作匯報,但董事局於 2021 年決議自2021/22年起於週年報告中正式 加入環境、社會與管治工作。 環境與可持續發展 為持續實踐環保,我們採取了一系列有效措施, 以減少能源消耗,締造綠色校園。值得一提的是, 學院在2024年成功為九龍東分校完成全面照 明系統升級,以符合中電綠適樓宇基金的申請資 格,該基金計劃旨在推動節能改善工程。九龍東 校園照明系統升級工程體現了學院對節能和促 進設施可持續發展的承諾。在學院全體同事的努 力下,2023/24年度的整體用電量較上年度減 少超過5%。 為響應學院的可持續發展方向,各部門均實行綠 色印刷,並在可負擔成本範圍內採用環保物料推 行綠色製作。在2022年至2024年間,以綠色 概念完成的工作達340項,包括週年報告、財 務報告、學院通訊和課程單張的印刷,以及開放 日和大型慶典等重要活動的製作。各項工作皆使 用森林管理委員會(FSC)認證的環保紙張、具可 持續性及可回收的物料如紙板、可生物降解發泡 膠板、不含聚氯乙烯(PVC)的貼紙及木材等,並 在綠色印刷和製作原則的監督下進行。這是學院 一項重大成就,展現了我們對可持續發展的堅定 承諾。我們已成功適度減少用紙量,並將朝這些 方向繼續努力。 減廢是學院為可持續發展而努力的另一個重要方 向。我們積極推動及支持回收工作,以最大限度 減少送往堆填區的廢物量,包括回收紙張、塑 膠、金屬,以及在校園內減少使用一次性塑膠物 品。今年,學院推出了數碼名片,作為節約紙張 和資源的綠色行動,讓同事在建立人際網絡時 留下零碳足迹。我們亦與清潔服務供應商聯繫, 在校園使用環保清潔劑、消毒劑及可循環使用或 可生物降解的產品,同時密切監察產品使用量, 以減低對環境的傷害。我們又與教學中心的大廈 管理處合作,提高學生及教職員的環保意識,例 如在九龍西校園的用餐時間後收集廚餘。 Environment, Social and Governance (ESG) 環境、社會與管治 Sustainable development remains a core principle when we seek to enhance our teaching facilities. The School incorporates, for our Learning Centres and special laboratories, di erent green elements into the design, itting-out works and facilities management. These include integration of the latest energy-e¨icient and water-saving technologies, such as LED lighting, control on the lux level of illumination, eco-friendly utensil washers, auto-sensor faucets, dual- lush toilet cisterns, photo and motion sensors, environmentally friendly refrigerants for air conditioning units. Additionally, we have installed higher ef iciency foam insulation for the air duct and temperature sensors into the Building Management Systems to optimise energy use. In relation to emission minimisation reducing reliance on fossil fuel, we support green transportation and have replaced an older petrol engined School car by a hybrid vehicle. This achieves savings in fuel consumption and hence carbon footprint reduction in creating a sustainable future that aligns with our School values and meets the needs of our planet. The School has been a main co-organiser of the Parallel Forum in Hong Kong of the 2023 International Ecological Economy Annual Conference and Sustainable Development Forum. This event brought together dozens of professionals and scholars to delve into the latest research and advancements in eco-economics, sustainability. The School has been supporting the “CarbonCare® Label” since 2019. In 2023/24, the School has received the “Recognised Organisation” award at the UNSDG Achievement Awards Hong Kong 2024 for the irst time. Organised by the Green Council, this award aims to identify and recognise organisations that demonstrate exceptional performance in their business practices and sustainability projects aligned with the Sustainable Development Goals (SDGs). This recognition re lects our commitment to advancing practices in environmental, social, sustainability and governance and integrating these into our operational frameworks. The School will continue to provide quality programmes in support of its social responsibilities to serve the community and facilitate the individual development of students. HKU SPACE was honoured to receive the "Rehabilitation Partners" award in the Correctional Services Department’s inaugural Rehabilitation Partners Award Scheme. Four students from the Sha Tsui Correctional Institution on Lantau Island were awarded the Certi icate in Professional Practice (Multimedia Design). The School launched the “HKU SPACE AI Hub” in January 2024, which embraces technology in teaching and learning. The AI Hub is a platform that provides access to cutting-edge arti icial intelligence technologies and resources, designed to support all sta , teachers, part-time and full-time students in their pursuit of learning, experimentation, and innovation with AI. The School is also offering different ESG programmes and courses, organising activities (forums, talks, etc) with ESG themes and is engaged by the government in projects serving disadvantaged groups through its Colleges. The Colleges sections share these in detail. Being a responsible education institution and in order to ensure teaching quality, the School established the Maisy Ho Centre for Teaching and Learning (MHCTL) in August 2018, which focuses on providing training to our academic staff. Over 30 training sessions were organised in the last year. Positive feedback on interested topics were received from the participants. MHCTL will continue to organise training activities to meet the expectations of the participants. Governance The Board of Directors oversees the business of the School and meets at least 4 times a year to discuss issues concerning the School’s corporate governance. In addition to the formal meetings, the directors engage in the Management Retreat and Presentation of the Annual Development/Financial Plan to the Board which are held yearly to provide platforms for views and exchange between the Board and senior staff. The Director of the School shares the key discussions from the Board of Directors meetings with the staff via the School Forums (4 times per year). The Board of Directors is also responsible for risk management. All sta are invited to participate in the annual risk register exercise. The updated risk register is submitted annually to the Board of Directors via a Risk Management Working Group, the School Academic and Management Board and the Audit Committee. This year additional risk categories were added for AI, cybersecurity and Cap 320. Internal audit is also an important measure to review compliance with the established guidelines, policies, mechanisms and standards. Other than individual unit and college operations, speci ic business procedures are also reviewed if necessary. From time to time, recommendations are also taken into consideration to enhance existing measures. All audit reports are received by the Audit Committee and the Board of Directors. The School’s Governance Manual is reviewed regularly and is available on the sta intranet. Sta are asked annually to complete a compliance declaration to ensure they are familiar with the various policies/guidelines/manuals that impact their work as well as a con lict of interest declaration. The Board of Directors has also decided to include ESG in the next review of the School’s Strategic Plan. The Board itself has a number of independent directors from outside the University and one third of its members are female so as go some way towards meeting diversity standards. Quarterly training on compliance is arranged and colleagues’ attendance is compulsory to ensure their understanding of compliance with internal and external policies, procedures, guidelines, as well as a number of legislative ordinances. The in house legal team is always consulted when the School is dealing with legal matters, external legal advice will also be sought when necessary. Any major legal issue will also be brought to the senior management meeting, and reported to the Board of Directors (if needed). The School has put in much e ort to ensure compliance with all regulations. The School received its irst-ever Gold Award in the "Privacy-Friendly Awards 2023." Organised by the O¨ice of the Privacy Commissioner for Personal Data (PCPD), these awards aim to recognise public and private organisations and government departments for their outstanding commitment to protecting personal data privacy. The School was pleased to establish its Fellowship awards in 2014. The School felt that it had become of a size and reputation that it would be appropriate to honour some of the many people involved in supporting continuing education and lifelong learning in Hong Kong, thus these awards complement those of the University. The criteria for the awards are as follows: • Long service which relates to good and excellent service with the School • Relationship with the School • Distinguished lifelong learners and contributions to lifelong learning. For the 2023 awards, the three Fellows well met one or more of these criteria. Dr Jennie LEE Yee Ching Dr Jennie Yee Ching Lee is a prominent Hong Kong philanthropist and visionary educator. Born and educated in Hong Kong, Dr Lee graduated from HKU with an honours degree in English Language & Literature. After further studies in the United States, she taught English at a renowned private school in the US. Since her return to Hong Kong, she served as Director of the Hong Kong YWCA from 1975 to 2003. Dr Lee also served on the Scholarship Committee of the American Women's Association. As the only local member of the Building Committee, she helped set up the irst Ronald McDonald House to provide temporary lodging for young cancer patients and their families in Hong Kong. ‘Pay it forward’ is not only the name of a Hollywood movie, but also an idea of serial reciprocity, in which debts can be repaid in the currency of good deeds. This is the philosophy at the heart of the ‘Lee Shiu Socio-Economic Study Project’, established at HKU in 1998 by Dr Jennie Lee and her late husband, Dr Lee Shiu. Every year, their programmes bring together outstanding university students from Hong Kong, China, Singapore and the US, with the aim of cultivating international leaders with a broad understanding of China and world cultures. Many of these students have since assumed leadership positions and consider these programmes to have been a lifechanging experience for them. The success of all these programmes would not have been possible without Dr Jennie Lee's extraordinary passion and extensive involvement. Dr Jennie Lee and the late Dr Lee Shiu have also generously supported a great many educational projects, and at HKU, we are grateful for their commitment to and participation in a variety of HKU exchange programmes in Medicine, Law, Social Science, HKU SPACE and the HKU Foundation. In addition to tirelessly promoting intercultural learning among university students across Asia-Paci ic and the US with her late husband, Dr Jennie Lee also devotes much effort to the ongoing endeavour of improving the English communications ability of school and university students in Hong Kong and China. At HKU SPACE, the Jennie Lee English Village is named in her honour. Holdings - Dr Stanley Ho Hung Sun Foundation, which sponsored the ‘Hong Kong Summit of Global Health Leaders’ in 2017, the signature academic event of the Li Ka Shing Faculty of Medicine’s 130th anniversary celebrations. She has also donated generously to HKU SPACE and the Maisy Ho Centre for Teaching and Learning is named in her honour. Ms Ho's commitment to social good is exempli ied by her former role as a Member and Chairman of the Board of the Tung Wah Group of Hospitals since 2009, during which she spearheaded numerous initiatives aimed at supporting the disadvantaged in Hong Kong and contributing to the social good in the community. Currently, she continues to contribute her expertise as a member of the Advisory Board of the Tung Wah Group of Hospitals. Ms Ho holds a BA in Telecommunications and a BA in Psychology from Pepperdine University, USA. Passionate about nurturing the younger generation, Ms Ho irmly believes in the power of collaboration with academic institutions, nonpro it organisations, and NGOs. As one of the founding members of the Hong Kong Youth Patriotic Education Foundation, she is actively involved in initiatives aimed at fostering the aspirations and sense of responsibility in the new generation of Hong Kong. Ms Ho also promotes youth exchange activities between Mainland China and Hong Kong to broaden teenagers’ horizons and help them build a positive attitude towards life. Ms Ho has served as a Council Member of the Hong Kong Academy for Performing Arts, and a Member of the Board of Trustees at New Asia College of the Chinese University of Hong Kong. Mr Linus CHEUNG Wing Lam Between March 1994 and August 2000, Mr Cheung was the Chief Executive of Hongkong Telecom, and he was the irst Chinese Executive Director of Cable & Wireless plc in the United Kingdom. Mr Cheung led Hongkong Telecom and successfully transformed it from a monopoly to a highly competitive and customer-driven company. In February 1998, he successfully negotiated an early termination of the company’s exclusivity rights with the HKSAR Government and Hongkong Telecom shareholders received a signi icant compensation package. After Hongkong Telecom's merger with PCCW in August 2000, he became its Deputy Chairman and served until February 2004. He was also Chairman of Asia Television Ltd. from December 2008 to December 2009. Before joining Hongkong Telecom in 1994, Mr Cheung served for 23 years with Cathay Paci ic Airways. He left in 1994 as Deputy Managing Director. Between 1989 and 1990, Mr Cheung was seconded to serve in the Hong Kong Government’s Central Policy Unit. He was appointed an O¨icial Justice of the Peace in 1990 and a Non-o¨icial Justice of the Peace in 1992. In 1999, Mr Cheung was awarded “Executive of the Year for Hong Kong” by DHL/South China Morning Post. He was also twice elected as the “Best Telecom Chief Executive in Asia” by the magazine Telecom Asia for the years 1998 and 1999. For many years, Mr Cheung was a member of the Council of The University of Hong Kong. He was also the Chairman of the Board of Directors of the HKU School of Professional and Continuing Education, and was the Chairman of the Council of Centennial College. Mr Cheung has been an independent non-executive director of China Unicom Limited, of Hong Kong Resort International Ltd and of Tai Kang Life Insurance in China. Mr Cheung received a BSocSc degree with Honours and a Diploma in Management Studies with distinction from The University of Hong Kong. He is an Honorary Fellow of The University of Hong Kong and of the Chartered Institute of Marketing, UK. He is very active in public services and hosted a very popular radio programme on Radio & Television Hong Kong from 2003 to 2013. He was an Adjunct Professor of the Chinese University of Hong Kong.
